There is a significant gap between the rallying cry of "leave no one behind" and the reality of access to water and sanitation on the ground. Vulnerable groups continue to be the hardest to reach and the last to be served, especially women and girls. Therefore, women and girls are dynamic agents of change and must be placed at the center of policy. What can human rights advocates, grassroots NGOs, and service providers teach us, and each other, to bridge this gap between ambition and reality?
