Describe WOPs activities
The first phase of the partnership was not directly based on a mutual diagnosis of needs. Rather it was
driven by the direct demand of ONEE to acquire general knowledge in sanitation. Activities were
limited to visits of Moroccan delegations to Paris but there were not enough specific. The approach of
the second phase is much more planned and concrete. For all thematic area, a referent expert went to
Morocco to establish a diagnostic together with their counterpart at the ONEE, which was then
translated into a work plan and implementation program.
Describe the overall results
Instrumentation of the sanitation services. The central laboratory improved substantially its technical skills. For instance, six key laboratory operators trained in SIAAP on waste water sampling have led training of technicians in Morocco. The knowledge transfer domino effect has been very valuable for regional staff and has increased their motivation to take on new responsibilities.
