What today is PDAM Kepri, serving the entire island of Bintan, was originally Regional Water Company Tirta Janggi Bintan regency, a Regional Enterprise of the Riau Province. The operator started its operations on May 3, 1971. Since then the management of the utility has been transferred to several organizations at different governmental levels. It was only in 1997 (by l aw num. 11) that the management of the PDAMs was delegated to the Regency Tanjung Pinang Riau Islands, combining two existing utilities on the island of Bintan: Tirta Pulai and Tirta Janggi. With the reforms of province administrations (i.e. the formation of the Riau Islands Province) in 2006 the assets of the Riau Province Bintan Regency were handed over to the Riau Islands Province. In 2008 the utility became the Regional Water Company Tirta Riau Islands (PDAM Tirta Kepri) under the provincial regulation No. 4.
