Governance of GWOPA
The Global Water Operators Partnership Alliance is composed of member organizations practicing WOPs or supporting WOPs to make them more common and more effective. GWOPA Membership is open to all organizations wishing to contribute and adhering to the GWOPA Charter. During the bi-annual GWOPA General Assemblies, the Alliance members elect a Steering Committee that gives guidance to the GWOPA Secretariat, which is run by UN-Habitat.
Who is the Steering Committee and what do they do?
The GWOPA Steering Committee is the elected body that provides strategic guidance to the GWOPA Secretariat. It meets once a year to help define direction, review progress and work plans, and provide critical feedback on implementation to ensure GWOPA continues to reflect the views of its member stakeholder groups. Steering Committee members, for their part, are to act as focal points and advocates for GWOPA within their respective regions and communities of practice.
Steering Committee meetings are conducted in English, however simultaneous translation between English and other languages is provided, as needed, to enable participation by non-English speaking members. Members are expected to participate in the Steering Committee meetings at their own cost; however, GWOPA Secretariat supports members that are unable to do so.
Steering Committee Structure
The Steering Committee structure was defined during the GWOPA Foundation meeting in Nairobi, Kenya, in January 2009. It defines a set of membership categories, and a number of seats per category.
The majority of the Steering Committee members are public operators and/or their associations from the following regions of the World:
- Latin America and the Caribbean (2)
- Asia and the Pacific (2)
- Africa (2)
- The Arab Countries (2)
- South East Europe (1)
- Europe (2)
- North America (1)
Other categories of membership are as follows:
- Development Partners (2)
- Civil Society Organizations (2)
- Labour Unions (2)
- Private Operators/Associations (2)
- Donors (unlimited, upon contribution to GWOPA)
- UNSGAB (1, honorary, permanent and non-voting)
In addition, UN-Habitat is defined as the chair of the Steering Committee.
The term of Membership in the GWOPA International Steering Committee is 4 years at a time. Membership belongs to organizations and not to individuals.
Any Steering Committee member failing to attend two consecutive annual Steering Committee meetings during its term will be replaced by another member from its membership category, to be elected during the following General Assembly.
Elections – Rules and Procedures
Every two years during the general assembly, elections are called to renew half of the Steering Committee membership. The outgoing Steering Committee members are those that have completed their 4-year term, or any that failed to attend two consecutive steering committee meetings during their term. Representatives to the Steering Committee are elected from within their own membership category, for example only Alliance members from within the civil society category can decide which civil society member organization will represent them on the Steering Committee.
