    Represenatives from the Compañía Salteña de Agua y Saneamiento (Aguas del Norte) in Argentina and theCompanhia de Saneamento Ambiental do Distrito Federal (Caesb) in Brazil met for the first time in 2010 during a workshop organized in Colombia to identify strengths and weaknesses of utilities in the region and look for ways for them to help one another. At the time, the Argentinian utility, in a dry mountainous sector of the country, was struggling to reduce its energy bills, while the Brazilians had some recent good experience in the area.

    Aguas del Norte and Caesb decided to start a Water Operators´ Partnership, a not-for-profit peer exchange to support the capacity development in the mentee operators (Aguas del Norte). The initial focus for the WOP was energy efficiency however building on this success, the operators decided to extend their partnership and focus on metering, tariffs, IT systems and wastewater treatment.

    Over the initial years, the Argentinian operator saved over 100,000 USD owing to energy efficiency measures and is working on introducing more effective metering and billing methods. The total cost of the initial phase of the partnership was just over 47,000 USD, with 32,000 USD provided by the Inter-American Development Bank and the remaining third covered by the operators themselves.

    Although the WOP helped Aguas del Norte make important operational changes and cost savings, it also helped the team make the most of existing resources to improve their service. Today, the two operators continue working together.

    BEWOP (Boosting the effectiveness of Water Operators´ Partnerships) is a 5-year research, operational support and outreach initiative aimed at boosting the effectiveness of Water Operators' Partnerships around the world. Launched in September 2013, BEWOP is a collaboration between leading water sector capacity development instituted, UNESCO-IHE, and GWOPA, the organization leading the global WOPs movement.     The aim of this WOP is to improve the customer service system

  • wop latamIn 2013, Compañía Salteña de Agua y Saneamiento S.A. (Aguas del Norte) expressed its interest in collaborate through WOP partnership with Aguas Santafesinas S.A. (ASSA), with the main goal of stablishing a strong link to share knowledge, in which both are mentors and mentees, to improve the management and water operation. Both companies are active participants in WOP-LAC.

  • wop latamThe first memorandum of understanding signed in 2010 formalised IDB's commitment to providing funds to put the partnership on track. According to this agreement, the primary objective of the partnership during this period was to support Aguas del Norte in developing its energy efficiency plan (e.g. including resource optimisation and autonomous energy production). The reduction and treatment of algae blooms in surface water sources as well as the disposal of wastewater treatment residue were also on the agenda. Period of implementation 2010–2012.

  • wop latamThe WOP comes from the invitation that Aguas Santafesinas S.A. received to participate in a Regional Workshop for capacity building about water safety plans held in November of 2012 in Quito (Ecuador), financed by UN-Habitat/GWOPA, with the collaboration of IWA and Cap-Net.


    Thereafter, Aguas Santafesinas (ASSA) with the support of AEOPAS, the Spanish Association of Public Water Utilities and WOP-LAC, was put in contact with the Spanish utility Aigües del Prat S.A. that operates a reverse osmosis plant, recognized by its excellent management, similar to the ASSA one.

    The WOP contributed to develop the ASSA own water safety plan, and specifically for the town of Firmat in Argentina, that in summertime suffers from the lack of water to supply the population. The potabilisation of the aquifer of the area is the main issue.

  • wop latamThe lack of experience and knowledge of Asociación Hondureña de Prestadores del Servicio de Agua Potable y Saneamiento (AHPSAS), in economic, financial and operational fields, and given the long experience of its partner Asociación Nacional de Empresas de Agua y Saneamiento de México (ANEAS) with willingness to cooperate, led them to organize, with the support of WOP-LAC, a partnership to meet and extrapolate ANEAS way of functioning to its Honduran partner. Hence, the capacity development, improving the management and strengthen knowledge of companies providing water service in Honduras, considering efficiency and accuracy goals, are the main goals.

  • wop latamThe WOP between Belize Water Services Ltd. (BWS) of Belize and Contra Costa Water District (CCWD) of the United States was established in order to promote a safety culture at BWS and improve worker safety, develop a water treatment operator certification program, expand the use of the SCADA System, broaden the water quality monitoring program and enhance the educational outreach program.

    Key results include:

    • Human Resource development: 119 employees (more than half of total staff), from managers to foremen, have taken 215 water operators certification training courses from the Sacramento State University, with a 93% completion rate. Topics addressed are operations, maintenance and management of water and wastewater treatment, distribution and collection systems;
    • Safety and Security: a Safety Committee has been created following the model of CCWD and the recipient operator set aside a budget of US$ 350,000 to purchase Personal Protective Equipment. The number of accidents and incidents, and related cost, has been substantially reduced. The safety culture of the company changed radically with the adoption of systematic and standardized safety procedures;
    • Engineering: A SCADA (Supervisory Control And Data Acquisition) system has been developed, installed and implemented in all major water systems of Belize. It has resulted in more accurate, efficient and centralized control and monitoring of water production and distribution. It also contributes to reduce travel time, enhance productivity and decrease response time in case of problems
    • Finance: a new rate-setting methodology based on inflationary adjustment to tariffs was introduced, turning into more acceptable and accountable tariffs increases for customers and regulator. Electronic payment options for customers have been developed and used, which enable a better monitoring and accountability of revenue streams
