Sanitation Safety Planning in Malaysia

GWOPA and WHO jointly sponsor Sanitation Safety Planning workshop in Port Dickson, Malaysia, together with sanitation operator IWK


  • Description Resume: Sanitation Safety Planning is a step-by-step risk based approach which can be applied to the entire sanitation chain to ensure that all systems are managed to meet the required health objectives.

Port Dickson is a major hub and tourism district in the state of Negeri Sembilan about 60 km south-southeast of the Kuala Lumpur International Airport. Selected as a pilot SSP site for Malaysia, coastal waters of Port Dickson are constantly under threat brought about by discharges of domestic wastewater (sewage) coming mainly from business establishments and un-sewered residential areas.

Last 19-21 September 2016, a sanitation safety planning workshop was organized by the Ministry of Health (MOH) in Port Dickson. The workshop was officiated by Y. Mulia Engku Azman Tuan Mat, Senior Deputy Director for Regulation of the Engineering Services of the MOH. GWOPA was represented by Dr. Anne Bousquet. The workshop was attended by representatives from Port Dickson Municipal Council, various officials from federal, state and local health, environment, drainage and sewerage agencies, and by Indah Water Konsortium (IWK), the designated operator of the sewerage system in Port Dickson. The SSP team was tasked to complete the SSP through participatory hazard and risk analysis. The SSP will develop incremental improvement plans as well as monitoring procedures that can be adopted by local authorities especially to those un-sewered areas in Port Dickson.

It is envisaged that the workshop and the development of the pilot will develop local SSP champions in Malaysia, and notably IWK, who will continue to promote the use of comprehensive risk analysis on managing sanitation systems for public health protection through WOPs. GWOPA/UN-Habitat and WHO are jointly supporting the development of Sanitation Safety Planning (SSP) for the Municipality of Port Dickson under the leadership of the MOH of Malaysia by providing technical expert advice that aims to increase and establish the required knowledge on SSP.
